Indian constitutions gives some guarantee to the service condition of the incumbent but nothing like independent decision, Higher bureaucracy formulates and advises; Cabinet make final decision. The next job of bureaucracy is to monitor execution of approved schemes.
Similarly higher state administration formulates policies relating to state- subjects and only after the approval by the state cabinet ,decisions percolate to lower bureaucracy for execution.
