Changing nature of warfare; despotic government and in the midst of all these the shoving society.

In the midst of global dissonance concerning the fundamental freedom of expression, conscience, press and vigilantism; pioneering democracies, viz. India, the USA and many such states have always perceived it difficult and thwarting. However, the emerging hegemony of China now posing a threatening remark among democracies owing to the fact that CCP censors both economy and civic society’s. Meanwhile, China also leading the fourth-generation warfare and sitting pivotal. However, on the other hand, the ferocious imposition of the national security act over the name of sovereignty and national security has made it further intricate and fragile over the period. Subsequently, vicious political agenda and snollygosters targeting particular groups and society have successfully radicalised and obfuscated wayside.

Decoding Fourth-generation warfare (4GW) and functioning of shrewd civic societies.

The term was first coined by a team of US analysts including William S. Lind, who described it as a conflict characterised by a blurring of lines between war and politics, combatants and civilians. Meanwhile, NSA Ajit Doval said in a statement that, ‘’Civil Society is now a new frontier of war, that can be subverted to harm nation’’ at the time when he was speaking at the passing out parade of Hyderabad-based National Police Academy. Subsequently, a recent response to SC against environmentalist pleas centre showed concern regarding legal constraints against BRO road connectivity projects along China border-side. Moreover, SC also commented that ‘’should we allow the environment to trump defence necessities’’? Now, if we look at NGO’s and recent eye-catching floods of fundings, the apodictic response should be; will they be accomplishing any such gigantic lacunas alike fundings which they meant for. Vis~à~vis the Intelligence Bureau report on NGO allegedly gushed several serious allegations in re the handouts are given to disrupting the homogeneity and fabric of society, financing inner rebellion, planning deuce and hooliganism, filing endless PIL’s and cases against the functioning to impair the development project over pan India thus eventually by these impolitic practices National GDP got severely impacted by 2-3% negatively.

The egocentrism of regimes under the guise of national security codes.

The vestige of a fracas between the regime and civic society traces back to the era of newly independent and novice state with the case of A.K Gopalan Vs State of Madras, which was entertained by the judiciary in the 1950s, and since then and hitherto several elections have been conducted, several promises been made and subsequently many cabinets been formed and even they repealed many such laws and codified newer as well under the same facade in consonance of their prudence and whims. Nevertheless, such laws have fractionally weaponised executive deterring numerous terror organization, violent coteries and furnishing individuals. Contrarily atypical regimes had squandered the law for the sake of their potentiation, whether it's about the UAPA hooliganism of states and centres which eventually got expelled by the subsequent courts. Moreover the tragic death of Father Stan Swamy, who was languishing in jail at the age of 84, further had scorched the realpolitik. Albeit, in the case of Rammanohar Lohiya Vs State of Bihar court, has taken the matter in its cognizance and differentiated the concept of 'security of the state, public order and law and order'. The court concluded that law and order represent the largest circle within which there is a smaller circle of public order and the smallest circle is the security of the state. So, it can be seen that what may affect law and order might not affect public order, similarly what may affect public order might not affect the security of the state.

Commuting dystopia into utopia.

The nefarious attitude of civic society is now ghastly wreaking havoc on the fabric of society, the disparate identity 'unity in diversity' of this nation turning obsolete, the sanity between religious and sectorial harmony decaying rapidly. Thereupon, in the midst of all this chaos government should thoroughly scrutinize the foreign and domestic funding through increasing the working potential of the regulating body FCRA, moreover the strengthening of intelligence infrastructure and capabilities especially of IB and RAW will become the cornerstone of curbing behind any such seditious propagation. However on the other hand the despotism of government and executive should be entertained by the judiciary. Vis-a-vis some specified le court institutions should be established for the dischargement of the subject matter concerned.
